Current Legislation
SB 200 – Delta Levee Subvention Program
Extends until 2020 the successful Delta Levee Subventions Program, which helps protect the Delta levee system so the Delta can continue to serve its many valuable uses – as fertile farmland, a water conveyance, and a rich estuary ecosystem.
SB 214 – Infrastructure Financing Districts
Makes it easier for cities and counties to use Infrastructure Financing Districts (IFDs) to use tax increment funding to pay for public works projects, without impacting school districts share of property taxes increment or the state general fund.
SB 345 – Ombudsman Program
Strengthens the independence and accountability of California’s State Ombudsman program, intended to defend the rights, safety, and welfare of the seniors and disabled adults living in California’s long-term care facilities.
SB 383 – Remote Caller Bingo
Allows non-profit charities to continue participating in “Remote Caller Bingo” in order to raise money for organizations such as the Boys and Girls Club, Salvation Army, and a variety of veterans’ services.
SB 580 – State Parks Protection
Preserves the integrity of California’s state park system and protects tax payer investments in our parks by prohibiting the disposal of state parklands for non-park uses unless the lost parkland is substituted with land of equal park value.
SB 594 – Net Meter Aggregation
Allows Net Energy Metering customers to aggregate the electrical load of all meters located on the property; enables customers to install one renewable energy facility instead of installing separate facilities at each meter.
SB 843 – Off Site Solar
Allows all independently-owned utility customers to pursue off-site renewable energy by subscribing to an off-site renewable energy facility and receive a credit on their power bills for the clean power they purchase.
SB 1219 – Plastic Bags Recycling
Extends until January 1, 2020, existing law requiring grocery stores to accept single-use plastic carryout bags for recycling, without extending the prohibition on local governments imposing a fee on stores that provide single-use plastic carryout bags. The bill does not pre-empt local ordinances banning either plastic or paper single-use carryout bags.
SB 1249 – Wildlife Area Fees
Specifies uses of Department of Fish and Game (DFG) lands compatible with DFG’s wildlife conservation mandate, and requires that all users of DFG lands pay for access to more fairly distribute among all users the cost of DFG’s operation and maintenance of its lands.
SB 1258 – Veterans Outcome Reporting Systems
Authorizes the California Department of Veterans Affairs to work with other state agencies, veterans organizations, and others to design and develop a system for monitoring outcomes of veterans services, to help guide state efforts to improve veterans services.
SB 1274 – Shriner’s Hospital
Allows Shriners Hospital for Children to employ physicians and bill insurers for services provided to patients with insurance coverage and enables Shriners Hospital for Children to defray costs and maintain services for patients without insurance who are unable to pay for medical services.
SB 1278 – 2007 Flood Legislation Cleanup
Helps to implement 2007 Flood Legislation by ensuring that cities and counties have reliable information to make responsible land use decisions and avoid placing new developments in flood prone areas.
SB 1279 – Child Welfare Outcomes
Equips the state to monitor and report outcomes for youth served by the Child Welfare System by authorizing the Department of Social Services to secure cooperation from other state agencies that maintain administrative data useful for monitoring child welfare outcomes that pertain to K-12 education, higher education, employment, criminal justice involvement, suicide, and any other outcomes the Department deems appropriate.
SB 1318 – Influenza Vaccines for Healthcare Workers
Ensures that all health care workers in hospitals, including physicians, receive the influenza vaccination or wear a surgical mask during the influenza season to help prevent the spread of virus.
SB 1341 – Grace Period for Charities Tax Filing
Helps charities avoid losing eligibility for California’s franchise tax exemption by providing more notice of filing requirements.
SB 1415 – Olive Oil, SB 707 Cleanup
Amends existing law to exclude trees that produce table olives from an annual gross sales fee assessed on certain crops and clarifies recent legislation requiring annual gross sales fee be assessed on olive trees with the intent of ensuring certification of health and type of trees grown to produce olive oil.
SB 1495 – Port of Stockton
Exempts lease approvals and dredging associated with the Port of Stockton from review by the Delta Stewardship Council to prevent unnecessary delays to time-sensitive port operations. Lease approvals and dredging are still subject to CEQA, endangered species laws, and all other planning laws.
SB 1517 – Solano County Medical Service Program
Assists the administration of the Solano County Medical Services Program (CMSP) by reducing the amount of monthly payments a county is required to make to the CMSP from 12 to 10 equal payments, saving the CMSP’s staff time and the county’s money.
SB 1531 – Napa Opera House, Wine Permit
Allows the Napa Valley Opera House to sell donated wine to aid fundraising efforts.

SB 154 – Domestic Violence Fee: Delete the sunset date for Solano County’s fee authority for domestic violence programs. (Chapter 120)
SB 244 – Disadvantaged Communities: Requires local governments to include island, fringe, or legacy unincorporated communities in the local planning process. (Chapter 513)
SB 339 – Cooking Schools: Allows cooking schools to apply for a license to serve alcoholic beverages with student-prepared meals, expanding opportunities for educational outreach by enabling instruction on wine pairing. Also allows certain city-owned community centers to hold events in which alcohol is served. (Chapter 702)
SB 489 – Renewable Energy Equity: Opens California’s Net Energy Metering (NEM) program to all eligible forms of renewable energy. This will allow agricultural businesses and homeowners to more easily and economically convert their renewable byproducts into clean renewable energy and to off-set their electricity use. (Chapter 593)
SB 595 – Abandoned Vessels: Provides an administrative process for the State Lands Commission to remove and dispose of abandoned and trespassing vessels, streamlining the current costly judicial process. (Chapter 595)
SB 618 – Williamson Act - Solar: Allows landowners to rescind Williamson Act contracts on marginal farmlands that are better suited for renewable development and place the land in a solar use easement. (Chapter 596)
SB 818 – Olive Oil Standards: Modifies California’s olive oil standards to mirror the new USDA olive oil standards. (Chapter 567)
SB 835 – Best Value Construction: Expands the University of California's “best value” pilot program, which allows for construction contracts to be awarded on a best value basis, to all UC campuses and extends the sunset to January 1, 2017. (Chapter 636)
SB 841 – Solid Waste Fees/Indemnification: Prohibits local governments that negotiate solid waste franchise agreements and fees to require solid waste companies to indemnify the public entities for franchise fees that violate Proposition 26. (Chapter 713)
