2026 Legislative Package

Below is a summary of bills that I have introduced so far in 2026 and are moving forward this year. The summaries include links to more information about each piece of legislation. (Updated Feb. 24, 2026)

• SB 327 Protecting Ratepayers
  SB 327 would protect ratepayers by strengthening oversight of investor-owned utilities and barring IOUs from using ratepayer funds to fight efforts to create municipal utilities. For more information, email Brett.Hailey@sen.ca.gov

• SB 813 AI Safety Standards
  SB 813 would establish the nation’s first transparent safety and security standards for artificial intelligence created by independent panels of AI experts, academics, and government officials. For more information, email Heather.Caden@sen.ca.gov and Aaron.Gilbert-O’Neil@sen.ca.gov

• SB 833 Human Oversight of AI in Critical Infrastructure
  SB 833 would require human oversight of AI in CA’s critical infrastructure to safeguard the state’s transportation, energy, communications, emergency services, and financial services systems. • SB 872 Protecting California's Water
  SB 872 is groundbreaking legislation that would help protect California’s primary water source for decades to come. Supported by environmentalists and State Water Contractors that have often been at odds over water use, SB 872 would safeguard both the Sacramento-San Joaquin River Delta and the State Water Project (SWP).  For more information, email Lauren.Winn@sen.ca.gov and Katerina.Robinson@sen.ca.gov 

• SB 881 Helping Farmers Fight Hunger
  SB 881 would enable farmers, growers, and food producers to provide fresh fruits, vegetables, nuts, and more to food-insecure families and receive tax credits for donating surplus food to food banks. For more information, email Lauren.Winn@sen.ca.gov

   

• SB 947 No Robo Bosses Act of 2026
  SB 947 is landmark legislation that would require human oversight of artificial intelligence systems in the workplace to prevent AI from firing or disciplining workers on its own. For more information, email Heather.Caden@sen.ca.gov and Aaron.Gilbert-O’Neil@sen.ca.gov

   

• SB 1011 No Human Oversight of AI in CA's Power Grid
  SB 1011 is groundbreaking legislation that would require human oversight of artificial intelligence used in California’s power grid. For more information, email Heather.Caden@sen.ca.gov

   

• SB 1034 Parking Equity for Disabled Veterans
  SB 1034, the Parking Equity for Disabled Veterans Act, would reform state law so that disabled veterans no longer are forced to meet stricter medical eligibility requirements than other disabled Californians to access parking benefits. • SB 1058 Local Meals for Kids
  SB 1058 would update California law to allow school districts to provide more high-quality, locally grown and culturally appropriate foods for students and help to eliminate ultra-processed foods. For more information, email Aaron.Gilbert-O’Neil@sen.ca.gov

   

• SB 1120 Boosting CA's Innovation Economy
  SB 1120 would boost California’s innovation economy and create jobs in cutting-edge industries such as fusion energy and quantum technology. For more information, email Brett.Hailey@sen.ca.gov

   

• SB 1168 Data Centers Pay Their Fair Share
  SB 1168 would impose a surcharge on data centers that use excessive amounts of energy. The funds generated by the energy surcharge would offset rate hikes on California families and reduce rates for low-income residents. • SB 1201 No Hungry Heroes
  SB 1201, the No Hungry Heroes Act, seeks to protect California's veterans from significant federal cuts to CalFresh.  For more information, email Aaron.Gilbert-O’Neil@sen.ca.gov

   

• SB 1240 Boosting California Nonprofits
  SB 1240 would establish the Office of Nonprofit Empowerment within the governor’s office – a one-stop shop to improve nonprofits’ access to essential resources and help organizations navigate the often-complicated processes of state government. • SB 1275 Reducing Californians' Federal Tax Burden
  SB 1275 would reduce Californians' federal tax burden by eliminating the state sales tax on motor vehicle purchases for five years and replacing it with a vehicle license fee of the same amount that can be deducted from federal taxes.  For more information, email Robert.Gammon@sen.ca.gov

   

• SB 1313 Addressing PFAS Water Pollution
  SB 1313 would help public water systems remove toxic forever chemicals known as PFAS from drinking water and prevent water rate increases by making PFAS-related clean-up projects eligible to receive more state funding.  For more information, email Lauren.Winn@sen.ca.gov

   

• SB 1350 Expanding Green Hydrogen
  SB 1350 would expand California's clean energy program by including the use of green hydrogen, a promising renewable form of energy, to generate electricity.  For more information, email Lauren.Winn@sen.ca.gov
