California moves to speed up AI oversight, develop ‘kill switch’ plan

Newsom signed Senate Bill 813, authored by state Sen. Jerry McNerney, D-Pleasanton. The law establishes a framework for independent verification organizations that can assess AI systems and models for compliance with California law.

Newsom also signed Assembly Bill 1405, authored by state Assemblymember Rebecca Baur-Kahan, D-Orinda. The law creates a state registry for AI auditors and establishes standards concerning their independence, transparency and integrity.

Under Friday’s executive order, Newsom directed the Government Operations Agency to accelerate the implementation of both laws.

McNerney, who said Newsom was “absolutely justified in taking urgent action on AI safety,” praised the fast-tracking and said plans to introduce legislation to implement the governor’s recommendations on AI safety standards in December.
