Oregon Is Latest State to Move on Frontier AI Regulation
California Gov. Gavin Newsom signed state Senate Bill 813, establishing a framework for independent, third-party assessments of potential safety risks posed by AI systems, and Assembly Bill 1405, companion legislation creating a state registry for AI auditors and establishing standards for their independence and transparency.
On Sept. 18, Newsom signed an executive order to fast-track the legislation which raised the idea of a “kill switch” for frontier AI models.
“Artificial intelligence has the potential to improve our lives, from boosting productivity to making scientific and medical breakthroughs, but without effective guardrails, AI also presents substantial and possibly catastrophic risks,” said California state Sen. Jerry McNerney, D-Pleasanton, in an email. McNerney was the author of SB 813.
“SB 813 is a strong first step, but it’s clear there is more we need to do,” he said. “AI safety standards are an idea I have been pushing for years. Standards are commonplace across industries. There are building and construction standards, airline standards, electrical standards, and banking standards, to name a few."
